Obituary

William Russell “Bill” Fraley, Jr., 81, Elizabethton passed away Thursday, July 2, 2026 in the Johnson City Medical Center. He was born July 30, 1944 in Elizabethton to the late William Russell and Ruth Church Fraley. He was a 1962 graduate of Elizabethton High School. He served in the United States Air force. Bill served in the Elizabethton Police Department for 36 years retiring as Captain. In earlier years he loved to fish and go camping. In addition to his parents, he was preceded in death by his wife of 54 years Barbara Powell Fraley who died September 27, 2017 and by a brother Bobby Scalf who passed away Sunday June 28, 2026. Bill was a member of First Free Will Baptist Church.

Survivors include Two Sons: Michael Fraley and fiance, Brenda Nave and Brian Fraley and girl friend : Lindsey Estep Fair. A Daughter: Mary Ann Reed. One Granddaughter: Alyia Reed. One Brother: Jim Scalf. Two Half Brothers: Scotty Scalf and Delaney (Pam) Scalf. Two Half Sisters: Robin (Vance) Johnson and Drema (Thomas) West. His special friends: Rebecca Brookshire and Wendy Perry.

A Service to Celebrate the life of Bill will be conducted at 7 p.m. Thursday, July 9, 2026 in Memorial Funeral Chapel with Pastor Nathan Jennings officiating. Graveside Service will be conducted at 11 a.m. Friday, July 10, 2026 in the Highland Cemetery. Active Pallbearers will be members of the Elizabethton Police Departments Honor Guard. Honorary Pallbearers will be his church family, his special friends and former members and members of the law enforcement community. Music will be provided by Jon Shell, piper. The family would like to thank all the law enforcement people who served during his years of service. The family will receive friends from 5 to 7 p.m. Thursday prior to the service. Condolences may be sent to the family at our web-site www.memorialfcelizabethton.com. Family and friends will assemble at the funeral home at 10:15 a.m. Friday to go in procession to the cemetery.
