William Herve “Bill” Dugger, 76, Hampton, passed away Saturday, October 10, 2026 in the Johnson City Medical Center. He was born May 16, 1950 in Elizabethton to the late William “Dee” and Frances Carver Dugger of Hampton. He was a graduate of Hampton High School and attended Steed College. He served in the United States Army. Bill retired from Franklin Woods Hospital. He was a member of Pearce’s Chapel Free Will Baptist Church but had been attending Union Baptist Church of Hampton until his health declined. He enjoyed listening to several pastors on TV every Sunday. His favorite hobby was fishing. He loved telling jokes and making people laugh. He could always pull a good joke off the top of his head. In addition to his parents, he was preceded in death by a sister: Wanda Tester, A Brother: Roy Dugger and a special step-daughter: Wendy Nave Shelton of Tucson, AZ.

Survivors include his wife: Betty Sue Matheson Dugger. One Sister: Tina Shell. Three Sons: Scotty (Julie) Dugger, Bobby (Cindy) Dugger and Andy (Sarah) Dugger. Several Grandchildren and Great Grandchildren. A Niece and Two Nephews. His extended family: Sisters-in-Law; Mary Ann Smith, Butler, Pansy Matheson, Elizabethton, Shirley (Dennis) Leonard, Hampton. His Brother-in-Law: Bobby Matheson, Butler.

A Memorial Service to Celebrate the Life of Bill will be conducted at 2 p.m.

Saturday, October 24, 2026 in the Union Baptist Church, Hampton. The family will receive friends from 1 to 2 p.m. Saturday prior to the service. Military Honors will be provided.
