Penny Lee Livingston, passed away on April 9th 2026 at UT Medical Center, after a fierce battle. Born on August 17th, 1959, she was a native of Carter county, born to Jerry Reed, and Irene Parlier Reed.

Penny was a graduate of Happy Valley High School, class of 1977 and retired from Citi, after a long and successful career.

Penny was an accomplished and exceptional artist, with a genuine humility for her craft. She created beautiful artworks that made people feel seen, and understood. She cultivated holiday memories for many families, and had the honor of being selected by ETSU to be their artist to paint and create their annual limited edition Christmas ornaments. She put her entire heart into every single piece that she did.

Penny was a powerful and strong woman, with a kind and generous heart. She was a devoted and deeply loving momma and Mamaw, bringing authentic and sincere connection with her kids and grandkids. She loved the outdoors, hiking to clear her mind, the way the sky looked at sunset, and the way flowers showed their colors in the sun. Penny was the person that stopped to appreciate the grandeur of the night sky, and the delicate petals of a flower that had just bloomed.

Penny was dedicated to her family, especially to her grandsons Kash and Kade whom she invested her time, energy and love into. If you spent any time around those boys and Penny, you could see how much love and connection there was between them.

Penny is proceeded in death by her daddy, Jerry Reed and a brother David Reed.

Penny is survived by her mother, Irene Reed, her son Justin Livingston, her daughter Jessie Carter. She is survived by her grandsons, Eli Phillips, Waylon Mckeehean, Kash and Kade Carter, her granddaughters, Lemyn and Salem Livingston. She is also survived by two brothers Eddie and Michael Reed, a sister Vicki Reed Irick, and a special Aunt Carol McClelland. Along with a SLEW of other family, and friends who cared deeply about Penny.

Penny’s family will receive friends on Friday, April 17, 2026 from 5-7, with a service following at 7 p.m. in Memorial Funeral Chapel with Pastor Dennis Wilson, officiating.
