Betty Vines McNeil, 75, Hampton, passed away Wednesday, April 1, 2026, in the Johnson City Medical Center. She was born July 11, 1950, in Elizabethton to the late Ray Edward and Jewel Dean White Vines. She was a graduate of Johnson County High School. Betty was a homemaker, she loved taking food to people, go camping and going on cruises. She was a member of Butler Baptist Church. In addition to her parents, she was preceded in death by a brother: Steve Vines.

Survivors include her husband of 32 years: Steve McNeil. Three Step-Daughters: Michelle Vanover, Kimberly Kennedy and Cheri Mashburn. One Niece: Becky Chambers, One Nephew: Brandon Vines, One Great Nephew: Jacob Davis. Her Brother: Ray Vines, Jr.

Graveside Service will be conducted at 11 a.m. Tuesday, April 7, 2026, in the Butler Memorial Cemetery with Pastor Harvey White officiating. Active Pallbearers who are requested to assemble at the cemetery at 10:50 a.m. Tuesday will be: Steve Payne, Jacob Davis, Steve Matherly, Russell Hodge, Chris Vanover and Josh Chambers.
